• Garfield County Emergency Management proudly serves the citizens of Garfield County from our office in Enid — the hub of Northwest Oklahoma. Our mission is to protect lives, property, and the continuity of government through preparedness, response, recovery, and mitigation.

From Enid’s growing business and aviation sectors to our rural farming communities and energy infrastructure, Garfield County represents the very best of Oklahoma. We understand the unique risks that come with living and working in this region — and we plan for them every day.

    Understanding Garfield County’s Risks

Located in the heart of severe weather country, Garfield County frequently experiences:

    • Tornadoes and severe thunderstorms

    • Large hail and damaging winds

    • Flash flooding and heavy rainfall

    • Wildfires during dry, high-wind conditions

    • Winter storms and ice events

    • Hazardous materials incidents along major highways, rail lines, and industrial facilities

With major transportation corridors, active rail systems, energy production sites, and a regional airport serving the area, coordinated emergency planning is essential to keeping our communities safe.

What We Do for Our County

Garfield County Emergency Management serves as the coordinating agency during large-scale emergencies and disasters. While fire departments, law enforcement agencies, EMS providers, and public works crews respond on the front lines, our office ensures unified coordination through the Emergency Operations Center (EOC).

    Our responsibilities include:

    • Maintaining and updating the County Emergency Operations Plan (EOP)

    • Coordinating multi-agency response efforts

    • Operating and managing the County EOC during incidents

    • Providing timely public information and weather updates

    • Conducting damage assessments after disasters

    • Administering state and federal disaster assistance programs

    • Leading hazard mitigation efforts to reduce long-term risk

We work closely with municipal governments, volunteer fire departments, healthcare facilities, school districts, private-sector partners, and state agencies to ensure a seamless and effective response when emergencies occur.

    Leadership

Garfield County Emergency Management is led by Director Jacob Price.

Director Price has served Garfield County since 2020, beginning his career as the County Safety Director. In that role, he was responsible for developing comprehensive safety programs, OSHA compliance initiatives, and risk reduction strategies across county departments.

He recently stepped into the role of Emergency Management Director, bringing with him a strong foundation in safety leadership and emergency preparedness.

Director Price holds a Bachelor’s Degree in Industrial Safety and is certified through OK-FIRST Weather (Oklahoma’s First-Responder Weather program), giving him advanced training in severe weather recognition and response. His combined background in occupational safety and emergency management strengthens the county’s ability to prepare for, respond to, and recover from disasters.

Under his leadership, Garfield County Emergency Management continues to focus on proactive planning, strong inter agency coordination, and clear communication with the public.

    A Community-Focused Approach

Garfield County is more than a jurisdiction — it’s home. Our office is committed to building resilience through community engagement and preparedness education. We regularly:

    • Provide severe weather awareness outreach

    • Support schools and businesses with emergency planning guidance

    • Conduct multi-agency training and exercises

    • Participate in community safety events

Preparedness starts at home. We encourage every Garfield County resident to have a family emergency plan, maintain an emergency supply kit, and stay informed during hazardous conditions.

When storms develop over Northwest Oklahoma or disasters impact our communities, Garfield County Emergency Management stands ready to coordinate response efforts and guide recovery operations.

We are proud to serve the people of Garfield County — today, tomorrow, and whenever we are needed.
